Set FY dropdowns to current Fiscal Year instead of Calendar Year

Problem:

The dropdown for Fiscal Year in all reports looks at today's date and sets today's year. But, since Fiscal Year doesn't always align with Calendar Year, the selected year is not always the needed one.

Proposed Solution:

Use the organization's setting for fiscal year start and make the dropdowns always default to today's Fiscal Year. 

Impact:

For Organizations with a July fiscal year start, then from July 1 - Dec 31, the fiscal year is one year *ahead* of the calendar year. This becomes a nuisance for half of every year. 

Organizations with a January start have no change.
