Provide a way to approve a pending record ON the time study

Problem:

Approving a time study requires someone to reference the list in the Manage Approvals report, open the time study to review it, and then return to the report to reopen it or mark it Completed. 

Proposed Solution:

Provide a way to reopen (and leave a note) or approve a time study while looking at the time study itself.

Impact:

This would save some time and help make sure that you're taking action on the correct time study.
