Inactive users are showing in reports

Problem:

Throughout the system, inactive users show up in reports. On some reports, active Reporters are shown associated with inactive Supporters. 

Right now, the workaround is to always unassign when either the Reporter or Supporter becomes inactive.
 

Proposed Solutions:

• Hide inactive users from reports
• Note inactive users with an asterisk or colors
• Unassign reporters from supporters when either becomes inactive

Impact:

• On Review Missing Studies report, inactive Support Staff show, which is unhelpful and even deceiving (implying that someone might be assigned to follow up with them.)
• This has an ongoing / monthly impact when trying to increase completion rate.
