Set a default value for Business Unit, Department, and Specialty

Problem:

The default for Business Unit, Specialty, and Department is always "Not Specified." That's true in the User Profiles and all of the report filters. Every single time I add a new person or run a report, I have to change those drop downs. I wish I could select one as the default. 

Proposed Solution (optional):

I would like to set defaults for each of those fields. If the default could be remembered per person, that would help. For example, some admins might always be adding people or running reports over a specific department, while other admins might be focusing mostly on a separate department. 

Impact:

This is a regular occurrence, mostly for admins.
