Prevent blank time study submission

Problem:

We have users who enter nothing in on their time study. We would prefer it to have an expectation of enter. Not just to allow them to attest to nothing.

Proposed Solution:

Two options:

1. Software shows an error and doesn't let them submit the time study blank. 
2. The blank time studies get flagged in a report, like the Data Quality Insights report, so we can easily find these ones. 

Impact:

This impacts Admins & Supporters who have to review monthly and follow up on these time studies.
