Require Approvers to attest to approval

Problem:

Some organizations use Supporters to review and approve time studies that have been submitted. We want Approvers not only to approve time studies but also to provide an attestation or e-signature as proof of their review.
 

Proposed Solution:

On the Manage Approvals report, when switching the drop-down from Pending to Completed, prompt the Approver to check a box certifying their approval.

Impact:

This change ensures both the reporter and the approver attest to the time study's accuracy, providing stronger assurance during audits.
