Permit an organ-agnostic section on an otherwise organ-based time form

Problem:

When using an organ-dependent time form, ALL activities have to be assigned to an organ. That doesn't make sense for PTO or some cases when a person has transplant and non-transplant activities on the same time study.

Proposed Solution (optional):

I want to be able to have an organ-based section as well as a non-organ section on the same time study.

Impact:

This impacts many Reporters in some organizations, causing confusion for them on what organ to select. 

It results in less-accurate data for Admins.

  We have reporters that have pre and post-transplant activities they report across multiple organs, and the PTO option does not make sense to be organ specific for this.
